Mentioning the cause of confusion and that it has two aspects, with examples. The first example: his statement (the ghusl for Friday is obligatory for every person who has reached puberty)

Machine translationRead the Arabic original
The Shaykh : And this confusion has two causes:
The first cause: Does the ruling of permissibility apply to it? And the second cause: Is this one of the things that are made permissible, or not? The first occurs due to the obscurity of the evidence, and the second occurs due to the obscurity of the meaning. Pay attention, meaning: Does the evidence indicate prohibition or not? Does it indicate obligation or not? And the second: Is this thing what is intended by the hadith, or is it not intended? Pay attention, my brother. Now, let us take an example. Be patient. May Allah reward you with good. An example of this is: "The ghusl for Friday is obligatory for every person who has reached puberty."
Taking a bath (before coming to Friday prayers) is obligatory on every adult. غسل الجمعة واجب على كل محتلم
Riyad as-Salihin 1152
Take this: the ghusl for Friday. Another verse. This is a hadith. The verse is:
And if you are in a state of janabah, then purify yourselves وإن كنتم جنباً فاطهروا
[Al-Ma'idah 5:6]
Meaning: Wash yourselves. Is the obligation of ghusl from janabah clear or obscure?
The students: Clear.

The Shaykh : Clear. And for this reason, the Muslims agreed on the obligation of ghusl from janabah, and there is no doubt among them regarding this. Now, is the obligation of the ghusl for Friday clear or not clear? For some scholars, its obligation is clear to them. And for some scholars, its obligation is not clear to them; it is obscure.
