Clarification that zakah is not obligatory in livestock unless the owner keeps them for breeding and milk.

Machine translationRead the Arabic original
The Shaykh : What are the camels, cattle, and sheep in which zakah is due if they are grazing? The scholars said they are those that the owner has prepared for milk and offspring, meaning he does not intend to trade with them by buying and selling. He keeps them with him for milk, meaning he benefits from their milk, and for offspring, meaning he benefits from their young. There is no objection if he has an excess of them or if they give birth and he sells the young; this does not take them out of the category of grazing livestock. As for the person who buys and sells livestock, zakah is obligatory on him whether these livestock are grazing or being fed, and whether they reach the nisab (minimum threshold) for livestock or not. Based on this, if a man has thirty grazing sheep, is there zakah in them? Thirty grazing sheep that graze for the entire lunar year? No, why? Because they are below the nisab. The minimum nisab for sheep is forty. Good.
