Through this, we know that it is obligatory for the rulers whom Allah has enabled to rule that they should take care of these youth and make them their reserve, their right arm, and their supporting arm. For your true friend is the one who is sincere with you when disasters strike; that is the true friend. If it is known that this youth, the youth of the awakening, the scholarly and legal awakening and the scholarly and practical awakening, for it is necessary for a person to be a jurist in the Shari'ah of Allah and a jurist in what occurs in the Muslim Ummah. Therefore, the jurists (may Allah have mercy on them) said: It is among the etiquettes of the judge that he be a jurist in the Shari'ah and a jurist in the conditions and realities of people, so that he applies the Shari'ah to reality.
