and fear Allah, your Lord. Do not turn them out of their [husbands'] houses واتقوا الله ربكم لا تخرجوهن من بيوتهن
[At-Talaq 65:1]

Do not turn them out of their [husbands'] houses, nor should they [themselves] leave لا تخرجوهن من بيوتهن ولا يخرجن

By "their homes" is meant the homes of their husbands. It is not permissible for the husband, if he divorces his wife, to drive her out of his home. Nor is it permissible for the women to go out; it is not permissible for a woman to leave her husband's home if he has divorced her. Until when? Until the end of the waiting period. The woman must remain in the husband's home, and it is forbidden for the husband to drive her out. Rather, she remains until the waiting period ends. Why? Allah explained the wisdom behind that, saying:
You know not; perhaps Allah will bring about after that a [different] matter. لا تدري لعل الله يحدث بعد ذلك أمراً
[At-Talaq 65:1]
Perhaps if she remains, her character will change, or perhaps if she remains, love for her will grow in the husband's heart, and he will keep her. For it is said that the most beloved thing to a person is what is withheld from him. So perhaps if he divorces her, what is in his heart against her will disappear, and he will keep her. For this reason, Allah the Exalted said:
You know not; perhaps Allah will bring about after that a [different] matter. لا تدري لعل الله يحدث بعد ذلك أمراً
[At-Talaq 65:1]
