What is the ruling on this supplication? And do those who ask have a right upon Allah?

The Shaykh : Yes, it is obligatory for us first to know that seeking nearness to Allah the Exalted (tawassul) is of two types: a permissible type and a prohibited type.
The permissible type is what the Shari'ah has brought, and the prohibited type is what the Shari'ah has prohibited.
Let us look at the permissible types: Seeking nearness to Allah the Exalted in the state of supplication is divided into two types: permissible and prohibited. By permissible here, we mean what is not prohibited, so it is not prevented from being recommended.
First: Seeking nearness to Allah by His names, and this is permissible. What is its evidence? No, the questioner is not directing the question to one person. Rest.
Its evidence is His saying, the Exalted: "And to Allah belong the best names, so invoke Him by them."
And to Allah belong the best names, so invoke Him by them ولله الأسماء الحسنى فادعوه بها
[Al-A'raf 7:180]
. Second, yes, and also the saying of the Prophet (peace and blessings be upon him):
I ask Thee by every name Thou hast by which Thou hast called Thyself, or sent down in Thy Book, or taught any of Thy creatures أسألك بكل اسم هو لك سميت به نفسك، أو أنزلته في كتابك، أو علمته أحداً من خلقك

Second: Seeking nearness to Allah by His attributes. Among what came in the hadith is:
Allahumma bi 'ilmikal-ghaiba wa qudratika 'alal-khalqi ahini ma 'alimtal-hayata khairan li, wa tawaffani idha 'alimtal-wafata khairan li. اللهم بعلمك الغيب، وقدرتك على الخلق أحيني ما علمت الحياة خيراً لي، وتوفني ما علمت الوفاة خيراً لي

Third: Seeking nearness to Allah the Exalted by His actions. Seeking nearness to Allah the Exalted by His actions means that you supplicate to Allah for something, then you seek nearness to Him in realizing that thing by doing its like. Among this is the hadith of sending blessings upon the Prophet (peace and blessings be upon him):
O Allah! Send Salat upon Muhammad and upon Muhammad's family just as you have sent [upon Ibrahim and] upon Ibrahim's family اللهم صل على محمد وعلى آل محمد - ايش؟ - كما صليت على إبراهيم وعلى آل إبراهيم

. For Allah's sending blessings upon Ibrahim and the family of Ibrahim is among His actions. And likewise, you say:
O Allah, as You sent down rain upon us, make it a beneficial downpour اللهم كما أنزلت علينا المطر فاجعله غيثاً نافعاً
. Here, seeking nearness to Allah is by what? By sending down rain, which is an action among the actions of Allah.
Fourth: Seeking nearness to Allah by faith and righteous deeds. Seeking nearness to Allah by faith and righteous deeds. Among this is His saying, the Exalted:
Our Lord, indeed we have heard a caller calling to faith, [saying], 'Believe in your Lord,' and we have believed ربنا إننا سمعنا منادياً ينادي للإيمان أن آمنوا بربكم فآمنا
[Ali 'Imran 3:193]
. Here He said:
Our Lord, indeed we have heard a caller calling to faith, [saying], 'Believe in your Lord,' and we have believed ربنا إننا سمعنا منادياً ينادي للإيمان أن آمنوا بربكم فآمنا

then He said:
so forgive us our sins and remove from us our misdeeds and cause us to die with the righteous.فاغفر لنا ذنوبنا وكفر عنا سيئاتنا وتوفنا مع الأبرار
[Ali 'Imran 3:193]
. What is this seeking nearness to Allah by? By righteous deeds. And among this is also seeking nearness to Allah by faith.
As for righteous deeds, among this is the hadith of the three men.
The three who went out on a journey, and the night overtook them in a cave which they entered. Then a rock slid down from the mountain and blocked the entrance, so each of them sought nearness to Allah through his good deeds, and the rock moved aside. الذين خرجوا في سفر فآواهم الليل إلى غار دخلوه ثم انحدرت عليهم صخرة من الجبل فسدت الباب، فتوسل كل واحد منهم بصالح عمله، فانفرجت الصخرة

That the Prophet (peace and blessings be upon him) was delivering the sermon to the people on Friday, when a man entered and said: O Messenger of Allah, the wealth has perished and the roads have been cut off. أن النبي صلى الله عليه وسلم كان يخطب الناس يوم الجمعة، فدخل رجل فقال: يا رسول الله هلكت الأموال وانقطعت السبل

That a man entered while the Prophet (peace and blessings be upon him) was delivering the sermon to the people on Friday, and said: O Messenger of Allah, the wealth has perished and the roads have been cut off. أن رجلا دخل والنبي صلى الله عليه وسلم يخطب الناس يوم الجمعة، فقال: يا رسول الله هلكت الأموال وانقطعت السبل
meaning due to the scarcity of rain and vegetation -
So call upon Allah to send us relief. The Prophet (peace and blessings be upon him) raised his hands and said: O Allah, send us relief, O Allah, send us relief, O Allah, send us relief. So the sky became cloudy and a cloud emerged, and it thundered and lightning flashed, and it rained. فادع الله يغيثنا فرفع النبي صلى الله عليه وسلم يديه، وقال: اللهم أغثنا، اللهم أغثنا، اللهم أغثنا. فغامت السماء وخرجت سحابة فرعدت وبرقت وأمطرت

our wealth has been destroyed and the routes have been cut off هلكت الأموال وانقطعت السبل

. For this man did not ask for anything for himself, but rather he asked for something for the general Muslims. As for if it is for other than the general Muslims, the better course is not to ask anyone to supplicate for you, except if you intend behind that that the supplicant benefits. The supplicant benefits: You come to a person and say: "Supplicate to Allah for me." This is not a problem, provided that you do not intend by it to humiliate yourself by asking, but your intention is to benefit the supplicant. How is his benefit? Because if he supplicates for his brother in his absence, the angel says:
Amen, and to you the like of it. آمين ولك بمثله
. So these are six types, all of which are permissible.
As for the prohibited seeking nearness, it is: that a person seeks nearness by the created being. If this is the case, it is not permissible. If one seeks nearness by the created being, it is forbidden, meaning not by his supplication, but by his self. For example, if you say: "O Allah, I ask You by Muhammad (peace and blessings be upon him) such and such," then this is not permissible. And likewise, if you ask by the status of the Messenger (peace and blessings be upon him), it is not permissible, because Allah and His Messenger did not make this cause a cause. Clear, everyone? Good, yes.

, the questioner asks: Do those who ask have a right? The answer is: Yes, those who ask have a right that Allah obligated upon Himself in His saying, the Exalted:
And when My servants ask you, [O Muhammad], concerning Me - indeed I am near. I respond to the invocation of the supplicant when he calls upon Me وإذا سألك عبادي عني فإني قريب أجيب دعوة الداع إذا دعان
[Al-Baqarah 2:186]

Is there anyone to invoke Me, so that I may respond to invocation? Is there anyone to ask Me, so that I may grant him his request? من يدعوني فأستجيب له، من يسألني فأعطيه
