The Shaykh : Then here is a benefit a person can gain if he breaks his oath, which is that the expiation is not required of him, and that is if he couples his oath with the will of Allah. So if a person says, "By Allah, if Allah wills, I will not do such and such," and he does it, he owes nothing. Because if one swears an oath and says "if Allah wills," he does not break it. So, yes, Musa, that is fine.
And in the authentic hadith,
That Sulayman ibn Dawud (peace be upon him) said, "By Allah, I will surely visit ninety women tonight, and each one of them will give birth to a boy who will fight in the cause of Allah." It was said to him, "Say, 'If Allah wills,'" but he did not say "if Allah wills." أن سليمان بن داود عليه الصلاة والسلام قال والله لأطوفن الليلة على تسعين امرأة تلد كل واحدة منهن غلاما يقاتل في سبيل الله فقيل له قل إن شاء الله فلم يقل إن شاء الله
based on the certainty in his heart,
So he visited ninety women, having intercourse with ninety women in one night, and none of them gave birth to anything except one who gave birth to half a person. فطاف على تسعين امرأة جامع تسعين امرأة في ليلة واحدة ولم تأت واحدة منهن بشيء إلا واحدة أتت بشق إنسان

If he had said: 'If Allah wills,' he would not have broken his vow لو قال إن شاء الله لم يحنث
Sunan an-Nasa'i 3856Sahih (Darussalam)
meaning he would have had ninety sons who would fight in the cause of Allah.
