Answer: If a person swears an oath to do something and then does not do it, the oath is binding on him. So if he says, “By Allah, I will speak to so-and-so,” or “By Allah, I will visit him,” or “By Allah, I will pray such and such,” or the like, he must either fulfill it or pay the expiation for his oath, provided that he was conscious and of sound mind when he made the oath.
As for if the anger intensified with him until he was no longer in his right mind, then the oath is not established; because consciousness is a necessary condition. One must understand what he is saying and comprehend what he is saying. So if the anger intensifies to the point where he does not understand what he is saying and cannot control what he is saying, his oath is not considered to be of any effect. Yes.
