The Meaning of the Saying of Allah the Exalted: "He who created and proportioned. And He who determined and guided."

Who created and proportioned الذي خلق فسوى
[Al-A'la 87:2]
He is the Creator, the One who began the universe, the Subtle Creator of the heavens and the earth. "Fasawa" means He proportioned it, from the word for proportioning, meaning He made it a complete, well-ordered creation with no contradiction or discrepancy.
And who destined and [then] guided والذي قدر فهدى
[Al-A'la 87:3]
This means He determined the measures, Mighty and Majestic. And this determination was before Allah created the heavens and the earth, because Allah the Exalted created the Pen, and do not think the Pen is like our pens here; it is a Pen that no one knows except Allah. Then He commanded it to write in the Preserved Tablet. The Preserved Tablet is not like our tablets of wood, iron, or glass or the like; we do not know where it is from, and do not think it is small. Some scholars said that this Tablet encompasses the heavens and the earth, because everything is written in it.
Allah created the Pen and said to it: "Write." The Pen said: "My Lord, what do I write?" خلق الله القلم قال له : اكتب قال القلم : رب وما أكتب ؟
It did not say, "I will not write."
It said: "What do I write?" قال وما أكتب
So it understood the meaning. He said:
He informed us of what is to happen up to the day of resurrection اكتب ما هو كائن إلى يوم القيامة

"So it ran in that moment with what is to be until the Day of Resurrection." It was written in the Preserved Tablet in how much time? Answer.
And Our command is but one وما أمرنا إلا واحدة
[Al-Qamar 54:50]

Like the blink of an eye كلمح بالبصر
The Pen wrote immediately; it wrote the measures of everything until the Hour stands.
And who destined and [then] guided والذي قدر فهدى
[Al-A'la 87:3]
"And He who determined and guided" means He guided the created beings; He guided every created being to what it was created for. He guided the human being, so much so that even the fetus falls from its mother's womb, and what does it seek? It seeks the breast. Who directed it to the breast? Its mother. If she had taught it, the teaching would have been of no use to it, because it is a child that just fell, but the One who guided it is Allah, Mighty and Majestic. He the Exalted said:
And We guided him to the two paths وهديناه النجدين
Some scholars said: "meaning which of the two breasts" He is the One who found the way.
Also, the dialogue of the camel: it falls from its mother's womb, and who directs it to the mother's udder to drink the milk? The mother does not know, and it does not know, but Allah, Mighty and Majestic, guides it.
Determined and guided قدر فهدى
Exalted and Majestic is He, every created being He guided to what it was created for, even the insects are guided to what they were created for.
