This means that the Shari'ah ruling will never be absent from the worlds. Allah the Exalted said:
And there was no nation but that there had passed within it a warner. وإن من أمةٍ إلا خلا فيها نذير
[Fatir 35:24]
And it is not possible for any era to be devoid of the effects of the message, because if an era were devoid of the effects of the message, the creation would have an argument against Allah, and Allah the Mighty and Majestic has excused the creation and sent messengers to them.
