The Shaykh : If you came from Sudan to Jeddah to visit relatives, and when you arrived in Jeddah you formed a new intention for 'Umrah—meaning that the idea of performing 'Umrah did not occur to you until after you had arrived in Jeddah—then your entering ihram from Jeddah is valid and there is nothing wrong with it. This is because when the Prophet (peace and blessings be upon him) designated the miqats, he said:
and whoever is living within these boundaries can assume lhram from the place he starts ومن كان دون ذلك فمن حيث أنشأ

However, if you came from Sudan to Jeddah intending to perform 'Umrah, but you passed through Jeddah merely as a waystation, then it is obligatory for you to enter ihram from the miqat. We will mention the miqats, if Allah wills, now. But in some directions from Sudan, when people head toward the Hijaz, they do not pass by the miqats until they have descended into Jeddah; in other words, they arrive in Jeddah before passing by the miqats, such as the people of Suwaqin. These people enter ihram from Jeddah, as the scholars have stated. But those who come from the south, from southern Sudan or northern Sudan, pass by the miqat before they arrive in Jeddah, so they are required to enter ihram from the miqat they passed by, as long as they intend to perform 'Umrah. The miqats that the questioner asked us to clarify are five. The first is Dhul-Hulayfah, which is the miqat for the people of Madinah and for anyone else who passes by it intending to perform Hajj or 'Umrah. It is currently called Abi 'Ara.
The second is Rabigh, which is the miqat for the people of Sham. Originally, the miqat was al-Juhfah, but that city was destroyed, so people now enter ihram from Rabigh in its place.

It is not permissible for anyone who passes by these five miqats while intending to perform Hajj or 'Umrah to pass them without entering ihram for the specific act of worship they intend.
