The Shaykh : He said: "And He is the Pardoner, so His pardon encompasses all people *** Without Him, the earth would have collapsed with its inhabitants"
(Glorified and Exalted is He), He is the Pardoner, and He loves pardon, as the Prophet (peace and blessings be upon him) said to A'ishah when she asked him what she should say if she encountered the Night of Decree. He said:
Say: O Allah, You are the Pardoner and You love to pardon, so pardon me. قولي اللهم إنك عفو تحب العفو فاعف عني
Bulugh al-Maram 5:57
So what is pardon? Pardon is passing over the sins of His servants while having the power to take revenge on them. For this reason, Allah combined them in His saying:
(148) Allah does not like the public mention of evil except by one who has been wronged. And ever is Allah Hearing and Knowing. (149) If [instead] you show [some] good or conceal it or pardon an offense - indeed, Allah is ever Pardoning and Competent. لا يحب الله الجهر بالسوء من القول إلا من ظلم وكان الله سمعياً عليماً إن تبدوا شيئاً أو تخفوه أو تعفوا عن سوءٍ فإن الله كان عفواً قديراً

Pardon accompanied by power is what is praised, whereas pardon accompanied by weakness is a deficiency. So it is a deficiency. Good, so it is passing over the sins of the servants, as the Exalted said:
And it is He who accepts repentance from his servants and pardons misdeeds وهو الذي يقبل التوبة عن عباده ويعفو عن السئات
