May Allah reward you. Forgiveness is not prescribed unless it leads to reform. This is what we are examining: whether this counts as excellence in worship or not. We are only examining whether the forgiveness is appropriate or not. Allah (Mighty and Majestic) made reform a condition for forgiveness, saying:
whoever pardons and makes reconciliation من عفا وأصلح
[Ash-Shuraa 42:40]
Therefore, if forgiving this man would lead to his tyranny and aggression against people, we would not forgive him.
