There is nothing wrong with this if one does not intend to show disrespect, and it is the norm that the writer does not intend disrespect. However, it is better to place the mushaf in front of him, between his hands, and write on it if he wants to transcribe something from the mushaf.
As for if he wants the mushaf to be a support for the paper on which he writes, we say: do not do it, because this is a use of the mushaf that may involve some degree of disrespect. Let the person bring something else to lean on while writing.
