The Shaykh : It is well known that a non-discriminating child does not have wudu' (ablution), because a condition for the validity of wudu' is the ability to distinguish right from wrong. If he does not have wudu', it is not permissible for him to touch the Qur'an, because touching the Qur'an is not permissible except with wudu', based on the saying of the Prophet (peace and blessings be upon him) in what he wrote to 'Amr ibn Hazm:
that no-one should touch the Qur'an unless he was pure أن لا يمس القرءان إلا طاهر
Muwatta Malik 15:1
meaning, except one who has performed wudu'. Yes.
