What is the ruling on combining and shortening prayers, whether in travel or in residence?

Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : You spoke in the previous session, may Allah reward you with good, about combining and shortening prayers while traveling. My question is: I was a traveler returning.

The Shaykh : That I, because it is a nominal sentence.

The questioner : That I was a traveler returning from Makkah to al-Madinah, and I delayed the Zuhr prayer until the 'Asr prayer. When we arrived in al-Madinah, we stood and prayed Zuhr and 'Asr combined and shortened in the time of 'Asr. Is this correct?

The Shaykh : Yes, we look to see if this man who came from Makkah to al-Madinah came to his home country. If so, he must now repeat the Zuhr prayer as four rak'ahs and the 'Asr prayer as four rak'ahs, because when he arrived in the country, the reason that permits combining and requires shortening ended.
As for if he is not from al-Madinah but passed through it as a traveler, his action is correct when he prayed Zuhr as two rak'ahs and 'Asr as two rak'ahs, combined.
