Question:
Your Eminence! In the rulings regarding travel, when does the time for combining and shortening prayers begin?

Answer:
When he leaves the town, when he leaves his town and departs from its buildings, he may shorten the prayer and he may combine them. However, if he is staying and resting, it is better not to combine them. But if he is riding on something, he combines Dhuhr with Asr and Maghrib with Isha, just as the Prophet (peace and blessings be upon him) used to do. If he travels from Sanaa to Makkah, from Sanaa to Madinah... from Sanaa to elsewhere, a long distance of eighty kilometers or more, he has the dispensations of travel. He shortens and combines if he wishes, and praise be to Allah. Yes.
