If one authenticates the hadith concerning it, which is the saying of the Prophet (peace and blessings be upon him):
the ablution of a person who does not mention the name of Allah is valid لا وضوء لمن لم يذكر اسم الله عليه

then it becomes obligatory, and the ablution is not valid without it.
And if one does not authenticate it, he does not consider the mention of Allah's name obligatory. Imam Ahmad (may Allah have mercy on him) said about this hadith: "Nothing is established in this chapter". If nothing is established in it, the original state is that the conscience is clear.
