The Shaykh : "I seek refuge" means "I take hold" or "I hold fast" to the perfect words of Allah. The perfect words of Allah are those that encompass justice and truth, as the Exalted said:
And the word of your Lord has been fulfilled in truth and in justice وَتَمَّتْ كَلِمَتُ رَبِّكَ صِدْقاً وَعَدْلاً
[Al-An'am 6:115]
The word "words" here can refer to the cosmic, decreed words or the legislative words. A person seeks refuge in the legislative words of Allah through the Qur'an, for example, by seeking refuge in Surat al-Falaq and Surat al-Nas. One also seeks refuge in the cosmic words, which are that Allah (Mighty and Majestic) protects him with His cosmic words from the accursed Shaytan.
And His saying:
From the evil of that which He created من شر ما خلق
[Al-Falaq 113:2]
includes the self, for the self is among what Allah has created, and it has evils, as came in the Khutbat al-Hajah:
We seek refuge with Allah from the evil of our own souls and from our bad deeds أعوذ بالله من شرور أنفسنا ومن سيئات أعمالنا
