The questioner : Our esteemed Shaykh, it has appeared recently, or not long ago, in the lessons held in homes that some people say: that wearing the fluorescent color—i.e., yellow tinged with green—is not permissible for a Muslim to wear or to dress his children in, and it is not permissible for a woman to buy thin clothes to wear only for her husband, and it is not permissible for her to take anything from her hair.

The questioner : from her hair, meaning to cut her hair, whether she intended to imitate or not?

The Shaykh : By Allah, this is a mistake:
First: regarding clothing, the original ruling is permissibility, except for what evidence has established as forbidden, and I do not know of any evidence that forbids this fluorescent color for a woman.
As for thin clothes in the presence of the husband, there is nothing wrong with them, and no blame, due to the saying of the Exalted:
(5) And they who guard their private parts (6) Except from their wives or those their right hands possess, for indeed, they will not be blamed - وَالَّذِينَ هُمْ لِفُرُوجِهِمْ حَافِظُونَ * إِلَّا عَلَى أَزْوَاجِهِمْ أَوْ مَا مَلَكَتْ أَيْمَانُهُمْ فَإِنَّهُمْ غَيْرُ مَلُومِينَ
[Al-Mu'minun 23:5-6]

As for a place where the husband is not exclusively present, it is not permissible to wear thin clothes, whether that is in the market or among women.
As for the hair, the scholars have three opinions on this issue:
The first opinion: forbidding taking anything from a woman's hair absolutely, except in Hajj or 'Umrah.
The second: that it is disliked for her to take anything from her hair.
The third: permissibility absolutely, meaning: it is permissible for her to take from her hair whatever she wishes, as long as this is not in a way that resembles the hair of disbelieving women, for it is not permissible to imitate disbelieving women. In any case, we see that it is not befitting to be strict in this matter, and that women should not be granted permission nor prevented. It is said: it is better that the head remains as it is. This is what we see in this issue.
