The Shaykh : Yes, if the child dies at the moment of his birth, the 'aqiqah is sacrificed for him on the seventh day. This is because when the soul is breathed into the child, he will be resurrected on the Day of Resurrection. One of the benefits of the 'aqiqah is that the child intercedes for his parents.
Some scholars said: If he dies before the seventh day, the 'aqiqah is dropped, because the 'aqiqah is only prescribed on the seventh day for one who is alive. As for if he dies before the seventh day, it is dropped. So if Allah has made it easy for a person and he is able to do so, it is better that he slaughter it. And if that is not the case, there is no need for it.

The Shaykh : He is named, yes, if he is born after the soul has been breathed into him.
