If a person enters the prayer, does he close his lips, or is it obligatory to move them during the recitation and the dhikr?

Machine translationRead the Arabic original
The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
Noble Shaykh, is it obligatory to move the lips in the prayer, the dhikr, and the recitation? Or is it sufficient to recite without moving the lips?

The Shaykh : It is necessary to move the lips when reciting the Qur'an in the prayer, and likewise when reciting the obligatory dhikr, such as the takbir, the tasbih, the tahmid, and the tashahhud. This is because it is not called speech unless it is pronounced, and it is not pronounced unless the lips and the tongue are moved. For this reason, the Companions (may Allah be pleased with them) used to know the recitation of the Prophet (peace and blessings be upon him) by the movement of his beard, meaning its motion.
However, the scholars differed on whether it is obligatory for a person to hear himself, or whether it is sufficient to pronounce the letters.
Some of them said: It is necessary for him to hear himself, meaning it is necessary for him to have a voice that he himself hears.
And some of them said: It is sufficient if he pronounces the letters, and this is the correct view.
