The questioner : Tell us about wiping over the leather socks, about its method and its duration?

The Shaykh : The method of wiping over the leather socks is for a person to wipe from the tips of the toes to the lower leg, on the outer surface of the socks, not the inner surface. However, there are conditions for wiping over the leather socks. The first condition is that they must be put on while in a state of ritual purity. If they are not put on while in a state of ritual purity, wiping over them is not valid, based on the saying of the Prophet (peace and blessings be upon him) when al-Mughirah ibn Shu'bah wanted to take off his socks, he said:
Leave them, for I put them on while in a state of purity, then he wiped over them دعهما فإني أدخلتهما طاهرتين، ثم مسح عليهما
.
The second condition is that the wiping must be within the specified time, which is one day and one night for a resident, and three days and their nights for a traveler. This period begins from the first wipe performed after a state of ritual impurity. So, if a resident puts on his socks for the Fajr prayer and does not wipe over them due to a state of ritual impurity until the 'Isha' prayer, meaning he remains in a state of purity for his entire day, then his period begins from his wiping at the time of the 'Isha' prayer, not from when he put on the socks. The important point is that the wiping must be within the specified time, which is three days for a traveler and one day and one night for a resident.
The third condition is that it must be for a minor state of ritual impurity, which is what necessitates ablution. As for the major state of ritual impurity, which is what necessitates the full ritual bath, one does not wipe over the leather socks in that case, based on the hadith of Safwan ibn 'Asal (may Allah be pleased with him), who said:
When we were on a journey, the Prophet (ﷺ) used to command us to wear our leather socks for three days and three nights, whether we had to answer the call of nature or slept. However, in case of ejaculation or sexual impurity, he commanded us to remove the leather socks. أمرنا رسول الله صلى الله عليه وءاله وسلم أن لا ننزع خفافنا إذا كنا سفراً ثلاثة أيام ولياليهن إلا من جنابة، ولكن من غائط وبول ونوم
