The reciter: Chapter: Cooperation in building the mosque
(17) It is not for the polytheists to maintain the mosques of Allah [while] witnessing against themselves with disbelief. [For] those, their deeds have become worthless, and in the Fire they will abide eternally. (18) The mosques of Allah are only to be maintained by those who believe in Allah and the Last Day and establish prayer and give zakah and do not fear except Allah, for it is expected that those will be of the [rightly] guided. ما كان للمشركين أن يعمروا مساجد الله شاهدين على أنفسهم بالكفر أولئك حبطت أعمالهم وفي النار هم خالدون إنما يعمر مساجد الله من آمن بالله واليوم الآخر وأقام الصلاة وآتى الزكاة ولم يخش إلا الله فعسى أولئك أن يكونوا من المهتدين
[At-Tawbah 9:17-18]

The Shaykh : His saying, may He be Exalted:
It is not for the polytheists to maintain the mosques of Allah [while] witnessing against themselves with disbelief ما كان للمشركين أن يعمروا مساجد الله شاهدين على أنفسهم بالكفر
[At-Tawbah 9:17]
When "ma kana" appears in the Noble Qur'an, it is either for the negation of legal existence or the negation of divine decree, whether cosmic or legal, depending on the context. So regarding His saying
It is not for the polytheists to maintain the mosques ما كان المشركين أن يعمروا مساجد
[At-Tawbah 9:17]
, is it by decree or by law? By law. As for by decree, it is possible. And regarding His saying, may He be Exalted:
And Allah would not let a people stray after He has guided them until He makes clear to them what they should avoid وما كان الله ليضل قوما بعد إذ هداهم حتى يبين لهم ما يتقون
[At-Tawbah 9:115]
, is it by decree or by law? By decree, because misguidance is not desired; rather, it is a legal matter. Good.
And never would Allah have caused you to lose your faith وما كان الله ليضيع إيمانكم
[Al-Baqarah 2:143]
? By decree, because the intended meaning is the reward. Yes.
