The questioner : He asks about the noble verse, I seek refuge in Allah from Satan the accursed:
The bedouins say, "We have believed." Say, "You have not [yet] believed; but say [instead], 'We have submitted,' قَالَتِ الأَعْرَابُ ءامَنَّا قُلْ لَمْ تُؤْمِنُوا وَلَكِنْ قُولُوا أَسْلَمْنَا
[Al-Hujurat 49:14]
He says: Which is more appropriate, Islam or faith?

The Shaykh : Faith is more complete.

The questioner : Yes.

The Shaykh : Therefore, Allah the Exalted said in this verse:
but say [instead], 'We have submitted,' for faith has not yet entered your hearts وَلَكِنْ قُولُوا أَسْلَمْنَا وَلَمَّا يَدْخُلِ الإِيمَانُ فِي قُلُوبِكُمْ
[Al-Hujurat 49:14]
meaning: Faith has not yet entered
faith has not yet entered your hearts الإيمان في قلوبكم
[Al-Hujurat 49:14]
but it is close to entering. However, when Islam is mentioned alone, faith is included in it, as in the saying of Allah the Exalted:
and have approved for you Islam as religion وَرَضِيتُ لَكُمُ الإِسْلامَ دِينًا
[Al-Ma'idah 5:3]
And when faith is mentioned alone, and one is called a believer or a disbeliever, then faith encompasses Islam.
But when both are mentioned together, as in the verse of al-Hujurat, faith is in the heart and Islam is in the limbs, and faith is more complete. Yes.
