The Shaykh :"And faith is defined as the inward Islam, which is the affirmation of the heart and its action" If they are coupled, they are distinguished; if they are coupled, Islam becomes the outward actions and faith becomes the inward actions.
What is the evidence? Listen to the hadith of 'Umar regarding the Prophet's (peace and blessings be upon him) question, in the question of Jibril to the Prophet (peace and blessings be upon him) about Islam and faith. What did he say to him regarding Islam?
that you testify that there is no god but Allah and that Muhammad is the messenger of Allah, and you establish prayer, pay Zakat, observe the fast of Ramadan, and perform pilgrimage to the أن تشهد أن لا إله إلا الله وأن محمدا رسول الله وتقيم الصلاة وتؤتي الزكاة وتصوم رمضان وتحج البيت
Sahih Muslim 8a
And this is an action, an outward action, an action of the limbs. And he said to him regarding faith:
That you affirm your faith in Allah, in His angels, in His Books, in His Apostles, in the Day of Judgment, and you affirm your faith in the Divine Decree about good and evil. أن تؤمن بالله وملائكته وكتبه ورسله واليوم الآخر وتؤمن بالقدر خيره وشره
Sahih Muslim 8a
And what is this? Inward faith, this is from the affirmation of the heart.
So if they are gathered, they are distinguished, and if they are distinguished, they are gathered. Good.
Islam in this meaning proceeds from the true believer and from the one with weak faith, and even from the hypocrite.
Listen to the saying of Allah the Exalted:
The bedouins say, "We have believed." Say, "You have not [yet] believed; but say [instead], 'We have submitted,' قالت الأعراب آمنا قل لم تؤمنوا ولكن قولوا أسلمنا
[Al-Hujurat 49:14]
The Bedouins are the inhabitants of the desert. They said to the Messenger (peace and blessings be upon him), "We believe." So Allah said to His Prophet:
Say, "You have not [yet] believed قل لم تؤمنوا
[Al-Hujurat 49:14]
meaning: You did not believe
but say, “We have submitted” ولكن قولوا أسلمنا
So if you say "We have submitted," you have spoken the truth, and if you say "We believe," you have lied. How? He said
for faith has not yet entered your hearts ولما يدخل الإيمان في قلوبكم
[Al-Hujurat 49:14]
What is "lamma" here? It is a negation, meaning faith has not entered your hearts. But note that the negative "lamma" implies the nearness of the establishment of what is negated; it implies the nearness of the establishment of the negated thing. So here, faith has not entered, but it will enter soon. He said, Exalted is He:
Rather, they have not yet tasted My punishment. بل لما يذوقوا عذاب
[Sad 38:8]
meaning: They have not tasted it, but they will taste it soon.
Good, I think the verse is clear in distinguishing between faith and Islam, because Allah said:
You do not believe; rather, say, "We have submitted" لم تؤمنوا ولكن قولوا أسلمنا
Then He negated that faith had entered their hearts.
If you say: This is refuted by His saying, Exalted is He:
(35) So We brought out whoever was in the cities of the believers. (36) And We found not within them other than a [single] house of Muslims. فأخرجنا من كان فيها من المؤمنين فما وجدنا فيها غير بيت من المسلمين
[Adh-Dhariyat 51:35-36]
Here He said:
from the believers من المؤمنين
Then He said:
from among the Muslims. من المسلمين
. And this indicates that faith and Islam are one thing?
So the answer is: This does not refute us.
