"And indeed, news has come, narrated by his uncle, al-***-Abbas, the brother of his father, the one of great benevolence" News means a hadith
"That the highest heavens, above them, is the ***-Footstool, and above the Footstool is the Throne of the Most Merciful
And Allah is above the Throne, looking at His creation *** So look at it" meaning look at the hadith "if your eyes permit"
This is a hadith narrated by al-Abbas from the Prophet (peace and blessings be upon him) that the seven heavens are such-and-such a distance apart, and he mentioned that, and that the Footstool is above that, and the Throne is above the Footstool, and that Allah the Exalted is above the Throne, looking at His servants.
