"Look at it" means look at the Qur'an; its ruling is not enforced among the disputants, because the ruling belongs to whom? The ruling belongs to reason, to reason in their view. The Qur'an is not a judge; it is excluded from judgment. He says:
"And look at it; its statement is not accepted *** in knowledge of the attributes of the Most Merciful"
This means that what the Qur'an brought regarding the attributes of Allah (Mighty and Majestic) is not accepted. He said:
"But what is accepted is the ruling of reason, not *** its rulings" meaning not the rulings of the Qur'an, "the two judges are not equal" Do you have two judges? It is possible to say al-hukman or al-hukaman; both are correct, because al-hukm is a judge, and if there are two judges, the ruling becomes two rulings.
