Speaking about the wisdom of Allah.

We must know what wisdom is. The scholars say: Wisdom is placing things in their proper places. This means that when Allah (Glorified and Exalted is He) creates something or legislates something, it is in its appropriate place. For this reason, some of the Salaf said: "Allah the Exalted does not command anything such that the intellect says, 'I wish He had not commanded it,' nor does He prohibit anything such that the intellect says, 'I wish He had not prohibited it.'" Therefore, everything established by the Shari'ah does not contradict the intellect; rather, the intellect supports and testifies to its correctness. Thus, the Wise One is the One who places things in their proper places, whether in the legislative or the cosmic realm. Allah does not command anything such that the intellect says, "I wish He had not commanded it," nor does Allah prohibit anything such that the intellect says, "I wish He had not prohibited it." As for cosmic matters, Allah (Glorified and Exalted is He) may decree things that you perceive as corruption, only to find that they are actually rectification and good. Allah (Blessed and Exalted is He) said: [An-Nisa 4:19] So Allah (Glorified and Exalted is He) may decree things that, at first glance, a person looks at and says, "There is no benefit in this," or says, "This is harmful." But when he reflects, he finds that wisdom necessitates it. Yes, and you, O servant, if you believe that Allah is Wise in His legislation and Wise in His creation, then no doubt remains for you that what He has legislated is good and what He has decreed is good. Good.
The Wise One has another meaning besides wisdom, which is the Judge, because this root H-K-M indicates both meanings: wisdom and judgment. He (Glorified and Exalted is He) is the Judge who rules among people and judges between people. He rules among people with the legislative rulings that He obligates upon them, and He judges between people in what they dispute. He is the Judge, and His judgment is based on perfect justice, with no injustice or tyranny, neither in what He judges between people nor in what He rules upon people. It is all justice, it is all good. So the Wise One has another meaning, which is judgment. Judgment is divided into cosmic judgment and legislative judgment. For this reason, when a person is struck by a calamity, he says, "This is the judgment of Allah." This is a common expression, meaning cosmic or legislative? Cosmic. But if he is told, "You must do such and such," he says, "Why must I?" He says, "This is the legislative judgment of Allah." Both are in the Qur'an. From the first, meaning cosmic judgment, is the saying of Allah (Blessed and Exalted is He) regarding the brother of Yusuf:[Yusuf 12:80] meaning He decrees for me. He did not say "He rules in," but said: [Yusuf 12:80] So the judgment here is cosmic. An example of the second, legislative judgment, is the saying of Allah (Blessed and Exalted is He) when He mentioned the rulings regarding disbelieving women who come from the disbelievers to the believers: [Al-Mumtahanah 60:10] Is this the legislative judgment of Allah or the cosmic? Legislative. Good. What is the difference between legislative judgment and cosmic judgment? The difference between them is that cosmic judgment occurs in what Allah is pleased with and in what He is not pleased with. A man steals, commits zina, drinks intoxicants. Is this from the cosmic or legislative judgment of Allah? Cosmic. And Allah is not pleased with this. A person prays, gives charity, fasts, performs Hajj. Is this the cosmic or legislative judgment of Allah? It is cosmic, but is Allah pleased with it or not pleased with it? He is pleased with it. So cosmic or cosmic judgment, if you wish, occurs in what Allah is pleased with and what He is not pleased with. As for legislative judgment, it does not occur except in what Allah is pleased with. Allah does not prohibit anything except that He is pleased that it not be, and He does not obligate anything except that He is pleased that it be.
Also, there is another difference. Cosmic or cosmic judgment, the meaning is the same, must occur. If Allah decrees something cosmically, it must happen. Legislative judgment may occur or may not occur. Are all people committed to the legislative rulings of Allah? No. So these are two differences between cosmic judgment and legislative judgment, and both are included in the saying of Allah the Exalted:.
For if you dislike them - perhaps you dislike a thing and Allah makes therein much good.
