The Shaykh : Yes, the scholars said this is solely to demonstrate the perfection of Allah’s (Mighty and Majestic) justice. Therefore, they are not punished; rather, retribution is taken from some of them by others. It is said to the hornless sheep, “Gore the horned one,” so it gores it. Then He says to them, “Become dust.” There is no reward and no punishment.
