The Shaykh : The author (may Allah have mercy on him) says:
" Glory be to the Lord of creation, the distributor of His grace *** and the just among people by the scale "
This means: Glory be to Allah, Mighty and Majestic, who distributes grace among people and is just among them by the scale. This is His grace, and this is His justice. He who is guided is guided by His grace, and he who is misguides is misguides by His justice. Allah the Exalted said:
And when they deviated, Allah caused their hearts to deviate. فلما زاغوا أزاغ الله قلوبهم
[As-Saf 61:5]
And We did not wrong them, but it was they who were the wrongdoers. وما ظلمناهم ولكن كانوا هم الظالمين
[Az-Zukhruf 43:76]
But he upon whom He bestows grace and guides, that is a grace He grants to whom He wills. We ask Allah to grant us and you from His grace. He says:
" Glory be to the Lord of creation, the distributor of His grace *** and the just among people by the scale
If He had willed, people would have been one thing *** there would be no one among them lost or confused "

As He the Exalted said:
And if He had willed, He would have guided you all ولو شاء لهداكم أجمعين
,
And if We had willed, We could have given every soul its guidance ولو شئنا لآتينا كل نفس هداها
[As-Sajdah 32:13]
But He, Mighty and Majestic, is Wise. He has wisdom in that He guides whom He wills and misguides whom He wills.
