Exegesis of the saying of Allah the Exalted: (That is the favor of Allah, which He bestows upon whom He wills)]

Allah, Mighty and Majestic, said:
That is the favor of Allah; He bestows it upon whom He wills
[Al-Hadid: 21] (That) -Meaning: What Allah has prepared for these believers in Allah and His messengers—(the favor of Allah) is that they believed in Allah, they believed in His messengers, they followed the Messenger (peace and blessings be upon him and his family), and they were rewarded with these gardens
the favor of Allah; He bestows it upon whom He willsفَضْلُ اللَّهِ يُؤْتِيهِ مَنْ يَشَاءُ
[Al-Ma'idah 5:54]
O Allah, give us from Your favor.

His statement: (Which He bestows upon whom He wills) Do you think that this will is a mere will? No.
It is a will accompanied by wisdom,Meaning: whoever is worthy of the favor, Allah grants him the favor, and whoever is not worthy of it, He does not grant it to him,And the evidence is the saying of Allah Blessed and Exalted is He:
Allah is most knowing of where He places His message
[Al-An'am: 124] so He did not make His message except for those who are worthy of it,And Allah the Exalted said:
And when they deviated, Allah caused their hearts to deviate.
[Al-Saff: 5] And Allah the Mighty and Majestic said:
And if they turn away - then know that Allah only intends to afflict them with some of their [own] sins. And indeed, many among the people are defiantly disobedient.
[Al-Ma'idah: 49] Do not think that Allah gives the favor to whom He wills without a cause, rather there must be a cause, so whenever Allah knows good in the heart of a person—O Allah, make our hearts filled with good—He grants him the good,Allah the Exalted said:
O Prophet, say to whoever is in your hands of the captives, "If Allah knows [any] good in your hearts, He will give you [something] better than what was taken from you, and He will forgive you; and Allah is Forgiving and Merciful."
[Al-Anfal: 70] Rectify your heart between you and Allah, and you will find all the good.
