The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful.
We had hesitated regarding the meaning of the verse, but its meaning has become clear to us, if Allah wills, which is his saying:
"And likewise, all authority belongs to Allah alone *** not to any other king or human being
And Allah, the partners did not understand this ***"

This means: The people of shirk (associating partners with Allah) did not understand that authority belongs to Allah alone.
"*** and those who are deficient saw it as a diminishment"
A diminishment of whom? A diminishment of the awliya (close friends of Allah). If we do not take them as intercessors, they say: This is a disparagement. How can you say that this wali (close friend of Allah) is unable to intercede, that he possesses nothing? This is a disparagement of him.
"For it entails the removal of anyone called upon other than the Most Merciful ***"
"For it entails" means that your saying that authority belongs to Allah alone, and that no one else has authority, entails the removal of anyone called upon other than the Most Merciful.
"*** rather, the oneness of the Most Merciful"
Here, "rather" (bal) means "and," meaning: and it entails the oneness of the Most Merciful, that is, His being unique in this. This is the meaning of the verse, as it appears.
As for his saying: "Rather, every one called upon other than Him", this is from the words of Ibn al-Qayyim, a new statement, yes.
