When he hears backbiting in the gathering, he starts speaking and brings lies and slander so that it will be said, "What Allah willed, this man is the life of the gathering; this man has a word." And he will have mention among the people. Yes, Allah, his tongue is enough for you, and so on.

It means he says, "This one is a fool, there is no good in him," in order to remove the harm of his stagnation. How is the harm of stagnation? But if he speaks, even with falsehood, people turn to him to see what he is saying. He wants to do a deed by which he will be remembered and have a status in the gathering, so his stagnation is removed.
