Is rising above the Throne an action or not? It is an action. Is it connected to His will or not? It is connected to His will. Descending to the lowest heaven is likewise an action connected to His will. Wonders are actions connected to His will. Laughter is likewise.
You may state as a rule: Every attribute of Allah that has a cause is an active attribute. The reason for this is that it occurs after the existence of the cause, so it is an action and not an essential attribute, because the cause precedes it. An essential attribute is one by which He (Blessed and Exalted is He) has always been and continues to be described.
