All Muslims say this; all Muslims say, "What Allah willed came to be, and what He did not will did not come to be." So all created things are by the will of Allah. What about the actions of the servant?

The Shaykh : By the will of Allah. The rain? By the will of Allah. The creation of man? By the will of Allah. So everything is by the will of Allah, whether it is among His actions that He alone performs, or among the actions of the servants; all of that is by the will of Allah.
