The questioner : Is it obligatory for the one performing wudu' to wash his face with his palms?

The Shaykh : Praise be to Allah, Lord of the worlds, and I send prayers and peace upon our Prophet Muhammad, the Seal of the Prophets and the Imam of the Pious, and upon his family and his Companions, and those who follow them with excellence until the Day of Judgment. I do not know what the point of this question is: Is it obligatory for the one performing wudu' to wash his face with his palms? And is there any tool for washing the face other than the palms? Perhaps he meant: Is it permissible for the one performing wudu' to wash his face before washing his palms?

The questioner : Yes.

The Shaykh : If that is what he meant, then we say: There is no blame on the one performing wudu' to wash his face before washing his palms, based on the saying of Allah, Blessed and Exalted is He:
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows يَا أَيُّهَا الَّذِينَ ءامَنُوا إِذَا قُمْتُمْ إِلَى الصَّلاةِ فَاغْسِلُوا وُجُوهَكُمْ وَأَيْدِيَكُمْ إِلَى الْمَرَافِقِ
[Al-Ma'idah 5:6]
and washing the palms is not mentioned. However, it is better to start by washing the palms three times, especially if he is getting up from sleep at night. In that case, it is emphasized for him not to dip his hands in the vessel until he has washed them three times, based on the saying of the Prophet (peace and blessings be upon him):
When anyone amongst you wakes up from sleep, he must not put his hand in the utensil till he has washed it three times, for he does not know where his hand was during the night. إذا استيقظ أحدكم من نومه فلا يغمس يده في الإناء حتى يغسلها ثلاثا فإن أحدكم لا يدري أين باتت يده
