Because looking at the Ka'bah, even if we accept that it is an act of worship, is an act of worship outside of the prayer. It also detracts from the humility of the person who looks at the Ka'bah and contemplates it, especially in our current times when the Ka'bah is never free of circumambulators; his heart will be preoccupied. Therefore, looking at the Ka'bah during the prayer is contrary to the perfection of the prayer because it occupies the heart, and whatever occupies the heart during the prayer, it is better to avoid it.
