The Shaykh : Yes, if a person has only a small amount of water that is not enough to wash the limbs but is enough to wipe them, he must perform tayammum (dry ablution with clean earth), because Allah (Mighty and Majestic) has made washing the limbs obligatory, not wiping them. So if he is unable to perform the obligatory act, he performs tayammum.
