The Shaykh : As for using makeup, this comes down to the opinion of doctors. I have heard that it beautifies a woman's face but harms the skin in the long run. If this is established, then a woman should not use it, because it will harm her in the future.
As for wearing tight clothing in front of the husband, there is nothing wrong with it, because the husband is permitted to look at whatever he wishes of his wife, as Allah the Exalted said:
(5) And they who guard their private parts (6) Except from their wives or those their right hands possess, for indeed, they will not be blamed - والذين هم لفروجهم حافظون إلا على أزواجهم أو ما ملكت أيمانهم فإنهم غير ملومين
[Al-Mu'minun 23:5-6]
It is also permissible for the wife to look at whatever she wishes of her husband; there is no 'awrah (part of the body that must be covered) between them. Each is permitted to look at the 'awrah of the other, so there is nothing wrong with a tight garment in front of the husband.
As for in front of women, and making this clothing a habit among women, I fear that it falls under the saying of the Messenger of Allah (peace and blessings be upon him):
Two are the types of the denizens of Hell whom I did not see: people having flogs like the tails of the ox with them and they would be beating people, and the women who would be dressed but appear to be naked, who would be inclined (to evil) and make their husbands incline towards it. Their heads would be like the humps of the bukht camel inclined to one side. They will not enter Paradise and they would not smell its odour صنفان من أهل النار لم أرهما بعد رجال معهم سياط يضربون بها الناس، ونساء كاسيات عاريات مائلات مميلات رؤوسهن كأسنمة البخت المائلة لا يدخلن الجنة ولا يجدن ريحها
Sahih Muslim 2128
The scholars interpreted his words "clothed yet naked" to mean that they have garments on them, but those garments do not cover them, either because they are tight, or short, or thin, such that the skin is visible through them. I fear that women adopting these garments falls under this hadith, from which the Prophet (peace and blessings be upon him) warned his community against being described in this way.
