The Shaykh : So, from this place and from the Mosque of the Messenger of Allah (peace and blessings be upon him), we call upon the scholars of the Muslim Ummah to try with all their might to unite the word of the Muslims, not on the basis of partisanship and fanaticism, but on the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him). Every believing person cannot but return to the Book of Allah and the Sunnah of His Messenger (peace and blessings be upon him) in his dispute, because Allah says:
The only statement of the [true] believers when they are called to Allah and His Messenger to judge between them is that they say, "We hear and we obey." And those are the successful. إِنَّمَا كَانَ قَوْلَ الْمُؤْمِنِينَ إِذَا دُعُوا إِلَى اللَّهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ أَنْ يَقُولُوا سَمِعْنَا وَأَطَعْنَا وَأُولَئِكَ هُمُ الْمُفْلِحُون
[An-Nur 24:51]
. If they are called to Allah, to His Book, and to His Messenger, to himself in his lifetime, and to his Sunnah after his death, they should say: "We hear and we obey." It is impossible for a believer, ever, to say when called to the Book and the Sunnah: "I do not want that." He must accept it. Therefore, He said, and Allah the Exalted said in another verse:
But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission. فَلَا وَرَبِّكَ لَا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوا فِي أَنْفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا
[An-Nisa 4:65]

Where is the negation? The negation of faith is not sufficient for emphasis. Rest.
But no, by your Lord, they will not [truly] believe until they make you فلا وربك لا يؤمنون حتى يحكموك

? Would the speech be sound? Yes, it is sound, but the "la" (not) came for attention and emphasis, as in the statement of Allah the Exalted:
I swear by this land لا أقسم بهذا البلد
. The meaning is that He swears by this land, and He does not negate the swearing by it, but the "la" here comes for attention and affirmation. Look, He affirmed this phrase with "la," with the oath, and with the lordship of Allah the Exalted over His Messenger, because the lordship of Allah over His Messenger is a special lordship, not like the general lordship. Allah is the Lord of everything, as He said the Exalted:
[Say, O Muhammad], "I have only been commanded to worship the Lord of this city, who made it sacred and to whom [belongs] all things قل إنما أمرت أن أعبد رب هذه البلدة التي حرمها وله كل شيء
[An-Naml 27:91]
. But His lordship over the Prophet (peace and blessings be upon him) is not like His lordship over the general people, because it is a special lordship that necessitated that Allah bestow upon him the message. Then He said:
until they make you, [O Muhammad], judge concerning that over which they dispute among themselves حتى يحكموك فيما شجر بينهم
[An-Nisa 4:65]
, meaning they make you a judge in what is disputed. "Shajara" and "shajr" mean what?

. Meaning, it is not sufficient to refer to arbitration, because perhaps we refer to a judge, but if he rules against me, I feel distress and discomfort in my soul. Here it says:
and then find within themselves no discomfort from what you have judged ثم لا يجدوا في أنفسهم حرجا مما قضيت
[An-Nisa 4:65]
. Thirdly:
and they greet with a greeting ويسلموا تسليما
, they should hasten to execute the ruling. It is not sufficient to accept the ruling and not have discomfort in one's soul, but one must submit in full submission. And the meaning of "submit in full submission" is: Yes, execute the ruling, execute the ruling completely. An example of that: Two men dispute over an issue of religion. When is the faith? Is the faith that they refer to the opinion of Ahmad ibn Hanbal, or al-Shafi'i, or Malik, or Abu Hanifah, or al-Thawri, or Ibn Hazm, or other scholars? Or is the requirement of faith that they refer to what? To the Book and the Sunnah. Good. The two men refer to the Book and the Sunnah, and the ruling agrees with one of them and not the other. The one who was not granted the truth feels discomfort in his soul. Is his faith complete? Answer, people. No. Why? Because there is discomfort in his heart. The heart must be open to the ruling of Allah and His Messenger. Good.
Thirdly: He made the Book and the Sunnah the judge, and there was no discomfort in his heart, but he delayed in execution, he did not execute it. Is his faith complete? No. Why? Because he did not submit in full submission, he did not submit in full submission. And if we look at the scholars of the Muslims today, we find, with great regret, that each of them is fanatical about the opinion of so-and-so and so-and-so without referring to the Book and the Sunnah. And this is an error, a great error.
