The Obligation of Adjudicating by Revelation in All Matters and the Interpretation of the Saying of Allah the Exalted: "So, by your Lord, they do not believe until they make you a judge in what they dispute among themselves."

And this is the truth: everyone who contradicts the two Revelations is upon nothing, and even
"make it the judge in the great and the subtle ***" The great matters are the major ones, and the subtle matters are those that are not among the major principles. And likewise, make it the judge in acts of worship, in transactions, in social matters, and in economic matters. Whoever adjudicates by Revelation in some things but not in others has disbelieved in the entire Revelation and is not a believer. Because if he says, "I am satisfied with this and I adjudicate by it, but I am not satisfied with this and I do not adjudicate by it," he is not following the law of Allah; rather, he is following his own desires. So, the one who follows the law says, "We hear and we obey," in matters of worship, transactions, economics, and social affairs, and in all aspects of life. He says
"The Great Allah swore by Himself *** an oath that clarifies the reality of faith"
"That one who makes a judge *** other than the clear, evident Messenger does not believe"
And that is in the saying of Allah the Exalted:
But no, by your Lord, they will not [truly] believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission. فلا وربك لا يؤمنون حتى يحكموك فيما شجر بينهم ثم لا يجدوا في أنفسهم حرجا لا مما قضيت ويسلموا تسليما

The Lordship was added to whom? To the Messenger (peace and blessings be upon him), because he is the possessor of the Shari'ah. This is a type of emphasis, because the Lordship of Allah (Glorified and Exalted is He) for His Messenger is not like His general Lordship.
until they make you a judge حتى يحكموك
You alone,
concerning that over which they dispute among themselves فيما شجر بينهم
[An-Nisa 4:65]
meaning in what occurred between them of dispute. This is one.
and then find within themselves no discomfort from what you have judged ثم لا يجدوا في أنفسهم حرجا مما قضيت
[An-Nisa 4:65]
Meaning distress, in the sense that their souls accept this judgment with expansion, joy, and happiness, not with distress and difficulty. The third:
and they submit ويسلموا
they submit, they yield, and they surrender completely. The fourth:
with complete submission تسليما
And this is an emphasis by the noun, meaning complete submission. All these emphatic expressions and these conditions indicate that faith is not possible except with these matters. So, if one judges by other than the Messenger, he is not a believer. If he judges by the Messenger but his chest is narrow with his judgment and he hates it, but he will implement it, he is not a believer. If he accepts it and is satisfied with it, but he does not submit with complete submission, so he delays, he is not a believer. All these matters are necessary. He said, may Allah have mercy on him:
"That one who is not a believer ***" "That one who does not believe"
"That one who makes a judge *** other than the clear, evident Messenger does not believe"
"Rather, one who does not judge by the two *** Revelations according to their standard does not believe"

"*** then that one is the one with faith" And the evidence for that is adjudicating by the two Revelations. The saying of Allah the Exalted:
And if you disagree over anything, refer it to Allah and the Messenger, if you should believe in Allah and the Last Day فإن تنازعتم فردوه إلى الله والرسول إن كنتم تؤمنون بالله واليوم الآخر
[An-Nisa 4:59]
Meaning, if you do not refer it to Allah and the Messenger, you are not believers.
"This, and that one who adjudicates is not a believer *** if he has distress and narrowness in his inner self"
And what does it mean that he is not a believer if he has distress? It means if he adjudicates by the two Revelations and accepts their judgment, but he does not feel at ease with it and becomes distressed with it, then he is not a believer. He is not a believer. We ask Allah for safety. It is necessary that he accepts it and his chest expands with it.
"This, and he is not a believer until he submits *** to what the two Revelations decree"
Also, it is not sufficient that his chest expands with it; rather, it is necessary that he submits.
