Question: Is the farewell tawaf obligatory in 'Umrah? And is it permissible to buy something from Makkah after the farewell tawaf, whether it is for Hajj or 'Umrah?

Answer: The farewell tawaf is not obligatory in 'Umrah, but performing it is better, so if one leaves without bidding farewell, there is no blame on him. As for Hajj, it is obligatory; due to the saying of the Prophet (peace and blessings be upon him):
None of you should depart until his last visit is to the Houseلا ينفرن أحد منكم حتى يكون آخر عهده بالبيت
And this was an address to the pilgrims performing Hajj.
He is allowed to buy what he needs after the farewell tawaf from all necessities, even if he buys something for trade, as long as the duration is short and does not become long. However, if the duration becomes long, he must repeat the tawaf. If it does not become long by custom, there is absolutely no requirement for him to repeat it.
