Because guidance is divided into two categories: guidance of knowledge and direction, and guidance of success and action. The first contains only mere indication, and Allah, Glorified and Exalted is He, has guided everyone. The second contains success in following the guidance and adhering to the Shari'ah, and this may be withheld from some people. Allah the Exalted said:
And as for Thamud, We guided them, but they preferred blindness over guidance وأما ثمود فهديناهم فاستحبوا العمى على الهدى
[Fussilat 41:17]
We guided themهديناهم
meaning We made the truth clear to them and directed them to it, but they were not granted success for it. Therefore, the word "to" was omitted so that the request for guidance in this verse would encompass both the guidance of knowledge and direction, and the guidance of success and adherence.
