The questioner : And at the same time, he wants to perform Hajj. So, does he enter the state of ihram as if he were from Jeddah because he will visit his family before performing Hajj, or from the Eastern Region?

The Shaykh : Where does he reside, with his family?

The questioner : No, he works in the Eastern Region; he is an employee in the Eastern Region, but his family is in Jeddah.

The Shaykh : So, his coming to his family is not as if they were the family with whom he resides. Therefore, he must enter the state of ihram from the miqat.

The questioner : From the miqat?

The Shaykh : Yes, that is right. However, if he were studying and said, "I have not stayed in this country except for study, and my family is in Jeddah, and I am going to my family, and when the time comes, I will enter the state of ihram from Jeddah," then there is no harm. That is to say, there is a difference between a person who moved from Jeddah to the Eastern Region and another who does not consider himself to have settled in the Eastern Region. The one who considers himself to have settled in the Eastern Region must not pass the miqat without entering the state of ihram.
