If a person resides in Jeddah and goes down to Makkah for a purpose other than 'Umrah or Hajj, and then while in Makkah he decides to enter ihram, we say: he should enter ihram from Tan'im or from 'Arafah; the important thing is that he enters from the lowest point of al-Haram. As for the one who intends to perform 'Umrah and is from the people of Jeddah, it is obligatory for him to enter ihram from Jeddah, and he should not delay it. Yes, that is correct.
