The Shaykh : Walking among the graves wearing sandals is permissible if there is a need, such as severe cold or mud, or intense heat, thorns, or pebbles. However, if there is no need, one should not walk among the graves wearing sandals. As for walking outside the graves, there is nothing wrong with it. The evidence for this is that the Prophet (peace and blessings be upon him) informed:
When a man is buried and the two angels come to him, he hears the sound of the sandals of the funeral procession as they depart. أن الرجل إذا دُفن وجاءه الملكان فإنه يسمع قرع نعال المشيعين إذا انصرفوا
