Question:
Your Eminence! Since Your Eminence is discussing the etiquettes of visiting graves, what is your ruling, may Allah preserve you, regarding the narrations that prohibit wearing sandals when entering graves or graveyards?

Answer:
It is reported in a hadith that he (peace and blessings be upon him) saw a man walking in his sandals between the graves, so he ordered him to take them off. He said:
You with the ox-hide sandals, take off your sandals!يا صاحب السبتيتين ألق سبتيتيك

The scholars have argued that it is disliked to walk between the graves in sandals, except out of necessity, such as if there are thorns in the graveyard, or if the sun is hot at that time, in which case there is no harm. However, without necessity, it is disliked for him to walk in sandals, just as it is disliked to sit on a grave, or to step on it, or to use it as a pillow. None of this is permissible; one does not step on a grave, nor sit on it, nor ......... ; because the Messenger (peace and blessings be upon him) prohibited that. He (peace and blessings be upon him) also prohibited plastering graves, building domes over them, or building mosques over them. All of this is blameworthy. The Messenger (peace and blessings be upon him) prohibited plastering graves, sitting on them, building over them (peace and blessings be upon him), and turning them into mosques. He said:
Allah cursed the Jews and the Christians that they took the graves of their prophets as mosquesلعن الله اليهود والنصارى؛ اتخذوا قبور أنبيائهم مساجد

This is only because building over them, and making mosques and domes, are causes of shirk (associating partners with Allah), as happened with the Children of Israel and others, and as is happening now among the Muslims in Muslim lands. When buildings were erected over graves and placed in mosques, people began to call upon them instead of Allah, as occurred at the grave of al-Husayn, al-Badawi, and others. Therefore, it is obligatory to be cautious of this, and not to build over graves, whether mosques or anything else. Yes.
