Does the hadith (The questioner has a right, even if he comes on a horse) mean that if a questioner comes, even if he appears not to be poor, he must be given?

Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : There is a Prophetic hadith which states:
The questioner has a right, even if he comes on a horse للسائل حق ولو أتى على فرس
in Musnad Ahmad. Does the hadith mean that if a questioner comes, even if he appears not to be poor, he must be given?

The Shaykh : First: This is a weak hadith that is not authentic from the Prophet (peace and blessings be upon him). However, there is no doubt that out of generosity, if a person is asked, he should not turn away a questioner unless he is asking for something forbidden. This is based on the saying of Allah (Blessed and Exalted is He):
(24) And those within whose wealth is a known right (25) For the petitioner and the deprived - وَالَّذِينَ فِي أَمْوَالِهِمْ حَقٌّ مَعْلُومٌ * لِلسَّائِلِ وَالْمَحْرُومِ
[Al-Ma'arij 70:24-25]
. The Prophet (peace and blessings be upon him) did not turn away a questioner regarding Islam. Therefore, it is among the noble morals not to turn away a questioner. But if you know that this questioner is asking excessively, advise him and remind him of the saying of the Prophet (peace and blessings be upon him and his family):
He who begs the riches of others to increase his own is asking only for live coals, so let him ask a little or much. مَن سأل الناس أموالهم تكثراً فإنما يسأل جمراً فليستقل أو ليستكثر
