There is a Prophetic hadith which states: (The beggar has a right, even if he comes on a horse) in Musnad Ahmad,Does the hadith mean: that if a beggar comes, even if he does not appear to be poor, he must be given?
First, this is a weak hadith that is not authentic from the Prophet (peace and blessings be upon him). However, there is no doubt that out of his generosity, if a person is asked, he should not turn away a beggar unless he is asking for something forbidden.By the saying of Allah (Blessed and Exalted is He):
(24) And those within whose wealth is a known right (25) For the petitioner and the deprived -وَالَّذِينَ فِي أَمْوَالِهِمْ حَقٌّ مَعْلُومٌ * لِلسَّائِلِ وَالْمَحْرُومِ
[Al-Ma'arij: 24-25] And the Prophet (peace and blessings be upon him) did not turn away a beggar from Islam. So, among the noble morals is not to turn away a beggar. But if you know that this beggar is seeking to accumulate wealth through his begging, then advise him.And he mentioned it by saying the words of the Prophet (peace and blessings be upon him): (Whoever asks people for their wealth to accumulate it, is only asking for embers. So let him ask for little or for much).
