The Shaykh : Yes, regarding boots below the ankles, some scholars say: there is no harm in them, because the Messenger of Allah (peace and blessings be upon him) said in the hadith of Abdullah ibn Umar:
One who does not find shoes (to wear) he may wear stockings, but (only) after trimming them below the ankles. من لم يجد نعلين فليلبس الخفين وليقطعهما أسفل من الكعبين
Sahih Muslim 1177c
They said: This is because if they are cut below the ankles, they become like sandals. However, the apparent meaning of the Sunnah is general:
and not leather socks ولا الخفين
So the correct view is that it is forbidden, and it is not permissible for the one in ihram to wear boots, even if they are below the ankles.
